I authorized $1.99 debit from my PayPal Mastercard to pay for shipping for a free CD on grants. I received the CD. Even before I opened the celophane, I was charged an additional $69.95 which I did NOT authorize. I also see a spike in the number of spams I receive, all about money-making scehemes.
