Dear LACity of Sanitation, Los Angeles Bureau of Sanitation and LADWP First of all, I am unemployed and low income I am completely stuck paying a ridiculously impossibly high SOLID WASTE DISPOSAL fee that makes me choose between eating and having electricity.
