Did not fulfill his part of the job of excavating the existing driveway out at least 10 inches deep. Instead he placed a skim coating of re-mixed material over the sand / clay sub-soil and called it good. He has an extensive crimianl history including, assault, theft by deception, drugs, and public indecency...not someone you want around your residence.
