Basically what this guy does is gets people to sign up and pay the whole fee upfront. Then asks you to wait 30-60 days for it to report . The problem here is after 45 days Paypal will deny any disputes and most credit cards have rules on how long you have to dispute a charge (usually 30-60 days).
