I contacted Wachovia Dealer Services as my job with the US Federal Government is moving me overseas for several years. Per their website (http://www.wachoviadealer.com/Consumers/CustomerService/AccountServices/default.asp#vehicle_out_of_country) and the customer service rep, I filled out the documentation and faxed to request the export authorization letter.
