After it was verified that the line that had fallen across a main street into our neighborhood was a telephone line, we called AT&T. We were told "it is after service hours and would have to wait until the next business day". Again, we explained that the line was across a main street, 3 feet off the ground and he repeated, the service department is closed, it closes at 4:00 pm, it was 5:00pm.
