I talked to my current mortgage holder (Countrywide) about a refinance in March of 2009. They changed over to Bank of America shortly after I started the process. I was told that the only out of pocket cost was the appraisal. I paid them for the appraisal. Two months later, after repeated phone calls with no reply, even to managers, I finally spoke to someone. I was told that I needed to pay for an engineerign report and tie downs. I complained and they then said those fees could come out of the loan at closing.
