IOS Telecom apparently is a 3rd party setup that provides services for privately owned phones. My situation phone was in a hospital, mental health ward, phone allowed collect calls which I accepted from patient/family member. IOS confirmed the call was 10 min and the charge on the bill was for $34.96, for a distance of approx 80 miles. A second call charge was $54.96.
