This has happened more than once. I was purchasing bids on the Swoopo site with my Visa card. After the confirm the purchase a "Technical Difficulty" screen comes up, with no indication of whether the charge went through or not. I refreshed and tried again, still more "Technical Difficulty" screen. Then I check my bank account and the charge was charged 3 times on my account. But I got no credit for my purchase.
