Chase has instituted a new policy, programmed in their system, to deduct "pending charges" whenever your account gets close to $0. As well, they maximize their profits, and their THEFT from customers, by deducting charges from greatest to least. I believe that thiss issue needs to be addresses in a legal class action against Chase, and other banks participating in this fraud, and possibly even by bringing criminal charges against the decision makers who decided on this "program".
