I attempted to establish service for my mother who has alzheimers and lives in a nursing home. I specifically requested my address to be the billing address. They charged me a $50 deposit, and sent me an email that the service was established. She lives over 500 miles away and I tried calling her every day, and my sister was going to the nursing home several times a week and would check to see if the phone was working, there was a dial tone so she assumed it worked.
