Florida Power and Light is the only show in town, it has a clear monolopy. That is one reason. They keep increasing theyr costs, wheil fueld has gone down, along wiht the economy (more unempoyment, lower wages, etc). When late in paying, they will not offer any assistance (personl experience, as well as the many websites where people have complained of the very same issue) but will make you pay a deposit, some times you end up paying several deposits, many of which are over the allowed amount (no more than 2-3 times the average bill).
