Agency is worse than useless and handles hiring for most of the good jobs in my town. Always posting standing job orders to generate applications when no jobs exist, are never taking applications or even in the office at the start of the normal workday, deduct cost of drug testing, background checks, etc. from workers' first paychecks, make would-be workers reapply every six months to stay active.
