In June 2009, I purchased a "Call Antigua Cell" phone card. Upon being charged double ($.22/min) the said charge ($.11/min) for calling a CELL PHONE in Antigua, the Nobelcom customer service representative I spoke with told me to buy a "Call Antigua" phone card (not "Cell") to offset the system thinking the number I was calling was a landline.
