My husband was layed off in 12/08 and his COBRA benefits were assigned to CONEXIS as the administrator. We have had problems from the very beginning. They overcharged us for the premiums and threatened to cancel if we didn't pay the additional charges, forcing us to comply when they were wrong. My husband qualifies for HCTC through the IRS, we pay IRS 20% of our premium and the IRS pays 80%.
