I am from an insurance agency and one of my insured clients rented a car from Hertz for 18 days, and when they received the bill the had been charged for 18 days of insurance thru Hertz, my insured insisted that he and his wife declined the insurance and that Hertz had taken it upon themselves to add it on to their vehicle/bill anyhow.
