My daughter has been unable to put ANY Utillities in her name because of a previous outstanding bill. Therefore, she's been using HER FRIENDS NAMES. Her current friend lives in Tn. My question ; isn't that considered Theft of Services. We live in a Complex that has you put the electric in your name before moving in. She's been doing this for years!
