My Interest rate with Capital One has been 8.9% fixed for several years. recently, with proper notification, they raised my rate to 17.9%. they properly notified me of this change. However, they have applied the rate to previous balances which is in violation of current and recently passed federal regulations. My State states" your promotional rate has expired" I never had a promotional rate and they are using this statement to skirt the current law. read full review »
