Complaints Board is owned by Dzianis Beltyukov, in Riga, Latvia. Beltyukov is Russian, and beyond the reach of U.S. Courts. Complaints Board has been sued numerous times (simple Google search) and lost lawsuits to a legitimate complaint site in Arizona via summary judgment, by not showing up to dispute charges of theft and fraud.
