On 10-13-2010 at approximately 6:00 p.m. I was in the Target store in San Bernardino, CA. While waiting to conduct by business, I witnessed an exchange between an African-American, female security guard and a young man. The young man was attempting to purchase items needed to participate in the Cal-Works Program. He was told that this transaction must be done before 5:00 p.m. He asked to speak with a supervisor or manager. Instead of calling the supervisor or manager, security was called.
