Contacted ECD in October 2009 about plans for a modular home in NYC. Gave ECD $7600 for plans. Ask for some changes in plan and was promised that they were made. ECD gave me a quote that was $75, 000 more than traditional builders. Decided to have ECD draw plans and told them that I was going with a traditional builder. Told by Dave Marconi from ECD that it was okay and that ECD will do the plans. I was told that the plans will be ready by January 2010. Keep calling in February 2010 and was told they were very busy.
