Sir/Madam, On 27November at approximately1900, I witnessed a neighbour's tenant knocked down a cat while overtaking a stationary car. The cat seemed to be pre-occupied with chasing easels. The driver stopped and after a while the cat dragged itself onto the pavement and lay there. The driver said that he did not have any money to pay a vet and I suggested that he take the cat to the SPCA.
