Around 6 months ago, I was planning to move into an apartment so I had opened an account with PG&E. A few days later, I found out that there was a death in the apartment and had decided not to proceed with the lease. I called PG&E immediately to cancel my account set-up application. They assured me that my account was never activated so therefore no account had been established and no cancellation was required.
