So I have now read a bunch of reports on Paragon Properties here on Rip off report and I am completely up in the air. I put a down payment on a property in Playa del Mar in Feb 2006. I had no intentions on paying it off until the infrastructure was in place and I was able to build. As is the case for many of you, NO INFRASTRUCTURE.
