Govtfundedgrants advertised on Line is not available for Canadian resident. After submitting infornation about my CapitalOne Master Card, I didn't click on "submit", then it's charged $1.31 on Mar 14, then $50.91 on Mar 23, 2009. It is not fair, because I did not receive any CD (instruction for Grant application), the Company in USA knows I am Canadian, why it charges the amount $50.91 (about 4o US$). $1.31 NOproblem, but $50..91 for nothing ?
