This landlord does not follow local city ordinance. I live in another city where this guy has rental units, and the city ordinance clearly indicates that in order for a landlord to rent to people, there needs to be an occupancy permit obtained; in order to get the occupancy permit, the city inspector must do an inspection and any violations found must be taken care of.
