Our complaint is like everyone else's. Not one person I spoke with when ordering service told us that we would actually be penalilzed for surfing the web. The first and only time we heard of it was when the installer was LEAVING our home. We were shocked to find out that normal everyday web surfing is considered downloading. We have been shut down twice in a week.
