I live in the 77096 area code, and since 6 this morning, I have had four 45 minute blackouts. Now that would be understandable, since there is a call on "systematic" blackouts in all of Texas, but I have talked to people in some of the better areas of Houston (Bellaire and West University) and they have had no blackouts since the decision was made for them. Those areas are less than 15 minutes away and yet they have had nothing. I am wondering why that is.
