This seller, using the ebay seller name raxsolutions, located in Missoula, Montana USA is selling website graphics and instead of shipping them on a CD to buyers, they are sending a digital download link to buyers. Ebay banned all digital downloads last March. Since there are millions of listings, eBay obviously can't catch all the sellers who sneak by them and violate their rules.
